H.R. 3523.
Congress has the power to enact this legislation pursuant
to the following:
The intelligence and intelligence-related activities of the
United States government are carried out to support the
national security interests of the United States.
Article I, section 8 of the Constitution of the United
States provides, in pertinent part, that ``Congress shall
have power . . . to pay the debts and provide for the
common defense and general welfare of the United States'';
and ``To make all laws which shall be necessary and proper
for carrying into Execution the foregoing Powers and all
other Powers vested in this Constitution in the Government of
the United States, or in any Department or Officer thereof.''
