These regulations take effect on or before October 11, 1994 or later if the Congress takes certain adjournments, except that compliance is not required with the information collection requirements in Sec. 647.21, 647.22, and 647.32 until the information collection requirements contained in these sections have been submitted by the Department of Education and approved by the Office of Management and Budget under the Paperwork Reduction Act of 1980.
