L. 111-353, title I, §103(c), Jan. 4, 2011, 124 Stat. 3896, provided that:“(1) <cap-smallcap>Proposed rulemaking.-</cap-smallcap>“(2) <cap-smallcap>Final regulations</cap-smallcap>.-Not later than 9 months after the close of the comment period for the proposed rulemaking under paragraph (1), the Secretary shall adopt final rules with respect to-Pub.
