		<official-title display="yes">Directing the Clerk of the House of
		  Representatives to provide members of the public with Internet access to
		  certain Congressional Research Service publications, and for other
		  purposes.</official-title>

		<section display-inline="no-display-inline" id="H75EDA58A49DF4F48A8B0A046D6C87267" section-type="section-one"><enum>1.</enum><header>Short title;
			 Findings</header>
			<subsection id="HEEBBD3B5A5B44BF09206A1319F77575C"><enum>(a)</enum><header>Short
			 Title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <term>Public Access to Congressional Research Service Reports Resolution
			 of 2012</term> or the <term>Congressional Research Service Electronic
			 Accessibility Resolution of 2012</term>.</text>
			</subsection><subsection id="HB23E6607BAFC4E40AAA367B6A59DF0D0"><enum>(b)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="HB24CFE29B41A4007B9AA92A6BCF5E6EF"><enum>(1)</enum><text display-inline="yes-display-inline">The Congressional Research Service, a
			 special reference unit within the Library of Congress, offers invaluable
			 research and analysis to Members of Congress on all current and emerging issues
			 of national policy.</text>
				</paragraph><paragraph id="H4B449BF1C5634C33A5DE773B06121145"><enum>(2)</enum><text>The Congressional
			 Research Service staff of approximately 700 employees, including lawyers,
			 economists, reference librarians, and social, natural, and physical scientists,
			 are governed by requirements for accuracy, objectivity, balance, and
			 nonpartisanship.</text>
				</paragraph><paragraph id="H92C36E7A43EF436CB8103ED418C59BD6"><enum>(3)</enum><text>The Congressional
			 Research Service has a responsibility to ensure that Members of Congress have
			 available the best possible information and analysis on which to base the
			 policy decisions the American people have elected them to make.</text>
				</paragraph><paragraph id="HDB28238D0192476A8B9E21B668BE7208"><enum>(4)</enum><text>It is often
			 burdensome, difficult, and time-consuming for citizens to obtain access to
			 objective and nonpartisan policy analysis on issues affecting their
			 interests.</text>
				</paragraph><paragraph id="H42B6EED2454A411E8FFCC145B4CDE448"><enum>(5)</enum><text display-inline="yes-display-inline">It will enhance our democracy to provide
			 citizens with access to unbiased and accurate CRS documents on legislation and
			 other critical issues before Congress.</text>
				</paragraph><paragraph id="H6BD479A236DD4D8C99638CFA5DB68B2C"><enum>(6)</enum><text display-inline="yes-display-inline">Allowing public access to CRS will empower
			 citizens and enable Members of Congress to become even more effective
			 <term>representatives</term> of the public’s concerns and goals.</text>
				</paragraph></subsection></section><section id="H40FE6C1F54A3402F96F9B89DAC7BB28F"><enum>2.</enum><header>Availability of
			 certain Congressional Research Service information</header>
			<subsection id="HAC91CA3945D5417A98041E94EA1E9BE8"><enum>(a)</enum><header>Establishment
			 and Maintenance of Database of information</header>
				<paragraph id="HCF84AC0518A74D3EAFE0BF3BDB815D03"><enum>(1)</enum><header>In
			 general</header><text>The Clerk of the House of Representatives, in
			 consultation with the Director of the Congressional Research Service, shall
			 establish and maintain a centralized, searchable, bulk down­load­able,
			 electronic database consisting of—</text>
					<subparagraph id="H84C14F655C5447E9982A337D4229DDF9"><enum>(A)</enum><text display-inline="yes-display-inline">all of the information described in
			 paragraph (2) that is available to Members, officers, employees, and offices of
			 the House of Representatives through the Congressional Research Service Web
			 site; and</text>
					</subparagraph><subparagraph id="H50781F8AD2EA42E9A2457A4F14DC15B8"><enum>(B)</enum><text>in accordance with
			 subsection (b), an index of the information described in subparagraph (A).</text>
					</subparagraph></paragraph><paragraph id="HBC56CBA7C6EE48DB90C9C09BD9232295"><enum>(2)</enum><header>Information
			 described</header><text>The information described in this paragraph is as
			 follows:</text>
					<subparagraph id="H2450C8ADAEFC401FBD86B9DE3AFC6EF1"><enum>(A)</enum><text>Congressional
			 Research Service Issue Briefs.</text>
					</subparagraph><subparagraph id="H33ACDB81A62D4EB1BE87E86B70CA3296"><enum>(B)</enum><text>Congressional
			 Research Service Reports.</text>
					</subparagraph><subparagraph id="H8A0522620928468AA787EF8C9D77B54B"><enum>(C)</enum><text>Congressional
			 Research Service Authorization of Appropriations Products and Appropriations
			 Products.</text>
					</subparagraph><subparagraph id="HB53840EABBCC4BF4A2689A829FA7A154"><enum>(D)</enum><text display-inline="yes-display-inline">Materials intended or available for general
			 congressional distribution that are the same or substantially similar in
			 content to CRS Reports, Issue Briefs, and Appropriations Products.</text>
					</subparagraph></paragraph><paragraph id="H3B6541863747453AAFA6F8DEF222DC2F"><enum>(3)</enum><header>Specific
			 information for materials included</header><text display-inline="yes-display-inline">With respect to each issue brief, product,
			 or report included in the database under this subsection, the Clerk shall
			 include—</text>
					<subparagraph id="H1018F94D085E4D52A5D208607CA1C70B"><enum>(A)</enum><text>the name and
			 identification number;</text>
					</subparagraph><subparagraph id="H74C7461457EB4AB1A5C1582D2D7518C9"><enum>(B)</enum><text>the dates of
			 initial release and updates (if any); and</text>
					</subparagraph><subparagraph id="H1860ADBBDE844EFF9D4A6B1C997A2584"><enum>(C)</enum><text>the Congressional
			 Research Service division or divisions that were responsible for its
			 production.</text>
					</subparagraph></paragraph><paragraph id="HEF22FED72C8341F89C696A4447C34713"><enum>(4)</enum><header>Updates</header><text display-inline="yes-display-inline">The Clerk, in consultation with the
			 Director, shall ensure that the information in the database under this
			 subsection is updated automatically and electronically to reflect the
			 availability of new information and updates to existing information described
			 in paragraph (2).</text>
				</paragraph><paragraph id="H2BFB229E2F734A75B92826B125299FEE"><enum>(5)</enum><header>Initial
			 information</header><text>The initial establishment of the database under this
			 subsection shall include all of the contents described in paragraph (1) as of
			 the date on which this resolution is agreed to.</text>
				</paragraph></subsection><subsection id="H73C034FC3AC4460D9F9F6F40FA77209F"><enum>(b)</enum><header>Index of
			 database information</header><text display-inline="yes-display-inline">In
			 addition to the database under subsection (a), the Clerk, in consultation with
			 the Director, shall establish and maintain contemporaneously a Web site
			 containing a searchable, sortable index of all of the information in the
			 database in both human-readable and machine-readable formats (such as XML) that
			 includes for each issue brief, product, or report in the database—</text>
				<paragraph id="H4B2B6E75479A48CAB9928A94C4E3897F"><enum>(1)</enum><text>the name and
			 identification number;</text>
				</paragraph><paragraph id="HD40BCD4C155848DFB5C6861411E9C56C"><enum>(2)</enum><text>the dates of
			 initial release and updates (if any); and</text>
				</paragraph><paragraph id="H96AF5DACA1C74E3485368D3C6D96F109"><enum>(3)</enum><text>the Congressional
			 Research Service division or divisions that were responsible for its
			 production.</text>
				</paragraph></subsection><subsection id="HAF84A33D91B5404B8C1A153574166F93"><enum>(c)</enum><header>Limitations</header>
				<paragraph id="HAABC8FF559524DDBAAF572734DEE52A4"><enum>(1)</enum><header>Confidential
			 information</header><text>Subsections (a) and (b) do not apply to—</text>
					<subparagraph id="HF242289F4DA046E7B009B8D4035B9947"><enum>(A)</enum><text>any information
			 that is confidential, as determined by—</text>
						<clause id="H68388B25DA444E53BF4076B6382A7439"><enum>(i)</enum><text>the
			 Director, or</text>
						</clause><clause id="H998F8D7FC58D4394A9B99AA7A36538BC"><enum>(ii)</enum><text>the
			 head of a Federal department or agency that provided the information to the
			 Congressional Research Service; or</text>
						</clause></subparagraph><subparagraph id="H900BD321E09749E6B0A64583055F5339"><enum>(B)</enum><text>any document
			 that—</text>
						<clause id="H2C51D131B01645BF82F96A2D36332D86"><enum>(i)</enum><text>is
			 the product of a confidential research request made by a Member, officer,
			 employee, or office of the House of Representatives;</text>
						</clause><clause id="H0B52C3FE32704107B22A8BF4B0CA3F07"><enum>(ii)</enum><text>has
			 not been distributed to any individual or office other than the individual or
			 office making the request; and</text>
						</clause><clause id="HA2CD6CC00F6B4490A9E63859950379AC"><enum>(iii)</enum><text display-inline="yes-display-inline">is not intended for distribution to any
			 person other than the individual or office making the request</text>
						</clause></subparagraph></paragraph><paragraph id="HD170DA44CC88467B8FC6D2B46C9F7141"><enum>(2)</enum><header>Redaction and
			 revision</header><text>In carrying out this section, the Clerk, on the basis of
			 information provided by the Director, may—</text>
					<subparagraph id="H6B58B85549D24E75B8D3203A125E70C5"><enum>(A)</enum><text>remove from the
			 information included in the database (including from the issue brief, product,
			 or report itself) the name and contact information regarding an employee of the
			 Congressional Research Service;</text>
					</subparagraph><subparagraph id="H5E5C7EAFEF8C4EE9B59F0C35A405EDC9"><enum>(B)</enum><text display-inline="yes-display-inline">remove from the information included in the
			 database (including from the issue brief, product, or report itself) any
			 material for which the Director determines that including the information on
			 the database may infringe the copyright of a work protected under title 17,
			 United States Code; and</text>
					</subparagraph><subparagraph id="HD2B754926B4E4C57AA610755465EE496"><enum>(C)</enum><text display-inline="yes-display-inline">make any changes in the information
			 included in the database (including from the issue brief, product, or report
			 itself) that the Director determines necessary to ensure that the information
			 is accurate and current, except that if the Clerk makes any such change with
			 respect to any material in the database, the Clerk shall indicate in the
			 database (with such notation as the Clerk considers appropriate) that more
			 current information is available with respect to the material than the
			 information provided in the database.</text>
					</subparagraph></paragraph><paragraph id="H0F19497B1BE54DF685ADD27C5F591D46"><enum>(3)</enum><header>Method of
			 redaction</header><text>The Clerk shall carry out any redaction under paragraph
			 (2)(C) in a manner which removes the least amount of material necessary to
			 carry out the purposes of the redaction.</text>
				</paragraph><paragraph id="H6CAEB2D554D94387B1561A14CE91CAE4"><enum>(4)</enum><header>Assistance from
			 director for automatic redaction</header><text display-inline="yes-display-inline">The Clerk shall consult with the Director
			 to ensure the availability and implementation of such technology as may be
			 necessary to facilitate the automatic redaction of information under this
			 subsection.</text>
				</paragraph></subsection><subsection id="HC7693D4B01444F479DB34538CB56588A"><enum>(d)</enum><header>Furnishing of
			 necessary information</header><text display-inline="yes-display-inline">The
			 Clerk shall consult with the Director to ensure that the Clerk is provided with
			 all of the information necessary to carry out this section in such format as
			 the Clerk considers appropriate.</text>
			</subsection></section><section id="H6F7ED2C91697470DB19519C18E09444C"><enum>3.</enum><header>Other methods of
			 Public access</header>
			<subsection id="HBD35DF6D033D448087BD6481EFC73343"><enum>(a)</enum><header>Access Through
			 Web Sites of Members and Committees</header><text display-inline="yes-display-inline">Each official public Web site of a Member
			 of the House of Representatives, a committee of the House of Representatives,
			 or a joint committee of the Congress shall permit members of the public to use
			 the Web site to obtain the information contained in the database established
			 under section 2, in the same manner and to the same extent as Members,
			 officers, employees, and offices of the House of Representatives may obtain
			 such information through the Congressional Research Service Web site.</text>
			</subsection><subsection id="HC185EF4945AD4165A77E87B7379E7ABE"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">Subsection (a) shall be carried out in
			 accordance with regulations promulgated by the Committee on House
			 Administration of the House of Representatives.</text>
			</subsection></section><section id="HBABC7BD5AF6A4F93B559D97CB37D43E6"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="HB765018B35E84616AEAF102F21D87AB9"><enum>(1)</enum><text>the term
			 <term>Clerk</term> means the Clerk of the House of Representatives;</text>
			</paragraph><paragraph id="HB884E200AA454AD3AA53F018613EDC8C"><enum>(2)</enum><text>the term
			 <term>Director</term> means the Director of the Congressional Research Service;
			 and</text>
			</paragraph><paragraph id="H234EA93025EB472D897383A5E464F235"><enum>(3)</enum><text>the term
			 <term>Member of the House of Representatives</term> includes a Delegate or
			 Resident Commissioner to the Congress.</text>
			</paragraph></section><section id="H78190C2F3AE34CAE92894238542C9336"><enum>5.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">This resolution shall
			 take effect upon the expiration of the 6-month period which begins on the date
			 on which the resolution is agreed to, without regard to whether the regulations
			 described in section 3(b) or any other regulations have been promulgated prior
			 to the expiration of such period.</text>
