		<official-title>To amend title 10, United States Code, to provide for
		  certain requirements relating to the retirement, adoption, care, and
		  recognition of military working dogs, and for other purposes.</official-title>

	<legis-body id="HD5FA4EF11F3F478BA4B8A60B1F5F0F4B" style="OLC">
		<section id="HC9315B9AE738452E95A4038F8E48F047" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Canine Members of the Armed Forces
			 Act</short-title></quote>.</text>
		</section><section id="idED35FF055E034E9B845260ACD5081557"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="idC0ED2B064DE4471B8C4278E1646A4EC9"><enum>(1)</enum><text display-inline="yes-display-inline">Each of the Armed Forces and other
			 Government agencies, including the Secret Service, the Central Intelligence
			 Agency, and the Transportation Security Administration, use military working
			 dogs (MWDs) in service to the country.</text>
			</paragraph><paragraph id="id03D9875AB1DA49E496B1993D1AD0060A"><enum>(2)</enum><text>Since September
			 11, 2011, military working dogs have served in Iraq and Afghanistan and have
			 been trained in explosive detection, narcotic detection, sentry, patrol,
			 tracking, and other specific duties.</text>
			</paragraph><paragraph id="id59E83099E5594B03B84D59EAFEC55C6C"><enum>(3)</enum><text>Military working
			 dogs, through their training, have prevented injuries and saved the lives of
			 thousands of United States citizens.</text>
			</paragraph><paragraph id="idD3BD0B7F2FAF4461BA1D57E81EFE1274"><enum>(4)</enum><text>Military working
			 dogs perform critical and varied roles that go far beyond their current
			 designation as <quote>equipment.</quote></text>
			</paragraph></section><section id="H93F94347FA6740A4A2933BC64C2C12EB"><enum>3.</enum><header>Retirement and
			 adoption of military working dogs</header>
			<subsection id="H954657692E1449118C6B7E5FED9F1409"><enum>(a)</enum><header>Retirement and
			 reclassification of military working dogs</header><text display-inline="yes-display-inline">Section 2583 of title 10, United States
			 Code, is amended—</text>
				<paragraph id="H2AA911DD801A41FB8EC8F2AC2F07CB46"><enum>(1)</enum><text>by redesignating
			 subsections (f) and (g) as subsections (h) and (i), respectively; and</text>
				</paragraph><paragraph id="H773A7AC0168A4C8190F7C6055B21E700"><enum>(2)</enum><text>by inserting after
			 subsection (e) the following new subsections:</text>
					<quoted-block display-inline="no-display-inline" id="HB0FBFB909C7342A9B4B93F4CBB4A5AA9" style="USC">
						<subsection id="HFFB0C4724B4944B4A2D7AB2CEA7EAE20"><enum>(f)</enum><header>Classification
				of military working dogs</header><text>The Secretary of Defense shall classify
				military working dogs as canine members of the armed forces. Such dogs shall
				not be classified as equipment.</text>
						</subsection><subsection id="H5DB1C025E4A94903867CB3CEA406BF65"><enum>(g)</enum><header>Transfer of
				retired military working dogs</header><text display-inline="yes-display-inline">If the Secretary of the military department
				concerned determines that a military working dog should be retired, and no
				suitable adoption is available at the military facility where the dog is
				located, the Secretary may transfer the dog—</text>
							<paragraph id="H416F93442F2B4B29A2E6C374C6E94770"><enum>(1)</enum><text>to the 341st
				Training Squadron; or</text>
							</paragraph><paragraph id="HC472278439044A38A2372BAB5AB1370B"><enum>(2)</enum><text>to another
				location for adoption under this
				section.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HF1037BF9F7BA4D26A6163028A3939134"><enum>(b)</enum><header>Acceptance of
			 frequent traveler miles</header><text>Section 2613(d) of such title is
			 amended—</text>
				<paragraph id="H1866D84E5251469F889965675C94D2C0"><enum>(1)</enum><text>in paragraph
			 (1)(B), by striking <quote>; or</quote> and inserting a semicolon;</text>
				</paragraph><paragraph id="HF8DF7832C14C434A9C98A5929444955D"><enum>(2)</enum><text>in paragraph (2),
			 by striking the period at the end and inserting <quote>; or</quote>; and</text>
				</paragraph><paragraph id="HE3EEF89F05124B759C0CE3FE8EEE41F1"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="HDBAF47D26546472C8A4B192258FA3C46" style="USC">
						<paragraph id="H1D9C69D799154296AE030707FE4970D3"><enum>(3)</enum><text display-inline="yes-display-inline">facilitating the adoption of a military
				working dog under section 2583 of this
				title.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H2006FC829488437886A60CC904769351"><enum>4.</enum><header>Veterinary care
			 for retired military working dogs</header>
			<subsection id="H2FFDB093E8AB48E2B263A95DCBC02622"><enum>(a)</enum><header>Veterinary
			 care</header>
				<paragraph id="id5EB7E04F62804FBDA8C9CB82D323AAF3"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Chapter 50 of title
			 10, United States Code, is amended by adding at the end the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="id447E4E9B4FBD4A29B49D1763D10B7C28" style="USC">
						<section id="id975A541D472141828E210223E1914F53"><enum>993.</enum><header>Military
				working dogs: veterinary care for retired military working dogs</header>
							<subsection id="id2DAE94BA035D4709BDFC0FE49BA2F41A"><enum>(a)</enum><header>In
				general</header><text>The Secretary of Defense shall establish and maintain a
				system to provide for the veterinary care of retired military working
				dogs.</text>
							</subsection><subsection id="idAF4CAA8FD86140A7872D872CCA78FC95"><enum>(b)</enum><header>Eligible
				dogs</header><paragraph commented="no" display-inline="yes-display-inline" id="id34AE01304BB64F9EB1D954FADD3A9A23"><enum>(1)</enum><text>A
				retired military working dog eligible for veterinary care under this section is
				any military working dog adopted under section 2583 of this title.</text>
								</paragraph><paragraph id="id1ADE8DB3F9164CA2A72720F1887ABB35" indent="up1"><enum>(2)</enum><text>The veterinary care provided a
				military working dog under this section shall be provided during the life of
				the dog beginning on the date on which the dog is adopted under such section
				2583.</text>
								</paragraph></subsection><subsection id="id9AB117B4CFDE4722894213843DA14022"><enum>(c)</enum><header>Administration</header><paragraph commented="no" display-inline="yes-display-inline" id="id3A13655AC7EA453EB0A131A569FEC5BA"><enum>(1)</enum><text>The Secretary shall
				administer the system required by this section under a contract awarded by the
				Secretary for that purpose.</text>
								</paragraph><paragraph id="id357A84EF3B9A4B0B843E19EC3D37A661" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="idD32819AF06DF4ED8B8C5AD720A2D693D"><enum>(A)</enum><text>The contract under this
				subsection shall be awarded to a private non-profit entity selected by the
				Secretary from among such entities submitting an application therefor that have
				such experience and expertise as the Secretary considers appropriate for
				purposes of this subsection.</text>
									</subparagraph><subparagraph id="id8F6850C88FE24199AB55A4789517C219" indent="up1"><enum>(B)</enum><text>An entity seeking the award of a
				contract under this subsection shall submit to the Secretary an application
				therefor in such form, and containing such information, as the Secretary shall
				require.</text>
									</subparagraph></paragraph><paragraph id="id428BDC454FF947D3BCF0BB2248FFBB37" indent="up1"><enum>(3)</enum><text>The term of any contract under this
				subsection shall be such duration as the Secretary shall specify.</text>
								</paragraph></subsection><subsection id="id46A3EEB3A3084D23954C310536710BF7"><enum>(d)</enum><header>Standards of
				care</header><paragraph commented="no" display-inline="yes-display-inline" id="idA7F37598EAD241E097706401DB571AED"><enum>(1)</enum><text>The
				veterinary care provided under the system required by this section shall meet
				such standards as the Secretary shall establish and from time to time
				update.</text>
								</paragraph><paragraph id="idA82F3E848C874BEE90F29448314FAC4D" indent="up1"><enum>(2)</enum><text>The standards required by this
				subsection shall include the following:</text>
									<subparagraph id="idDE1E5A8694A84FDCBED3F5D90FFA926B"><enum>(A)</enum><text>Provisions regarding the types of care
				to be provided to retired military working dogs.</text>
									</subparagraph><subparagraph id="id9D107E39F751409E9F5831532F636FEF"><enum>(B)</enum><text>Provisions regarding the entities
				(including private veterinarians and entities) qualified to provide the
				care.</text>
									</subparagraph><subparagraph id="id4AAECD28A1E54976BADDA3A3BAE7EE83"><enum>(C)</enum><text>Provisions regarding the facilities,
				including military installations, government facilities, and private
				facilities, in which the care may be provided.</text>
									</subparagraph><subparagraph id="id5E1E73020DA24F6E9C4B98BCA2841B20"><enum>(D)</enum><text>A requirement that complete histories
				be maintained on the health and use in research of retired military working
				dogs.</text>
									</subparagraph><subparagraph id="id46240F7D40864384941EE8FA5020A487"><enum>(E)</enum><text>Such other matters as the Secretary
				considers appropriate.</text>
									</subparagraph></paragraph><paragraph id="id1E113D8E166E423CA575C1934D38B2EB" indent="up1"><enum>(3)</enum><text>The Secretary shall consult with the
				board of directors of the non-profit private entity awarded the contract under
				subsection (c) in establishing and updating standards of care under this
				subsection.</text>
								</paragraph></subsection><subsection id="idF7FDFF31BFC04BF9BCDE61986A296F24"><enum>(e)</enum><header>Coverage of
				costs</header><paragraph commented="no" display-inline="yes-display-inline" id="idD6AF5C7E31FA4B378868CD27D2B38AEB"><enum>(1)</enum><text>Except as provided in
				paragraph (2), any costs of operation and administration of the system required
				by this section, and of any veterinary care provided under the system, shall be
				covered by such combination of the following as the Secretary and the
				non-profit entity awarded the contract under subsection (c) jointly consider
				appropriate:</text>
									<subparagraph id="id15DFC91D39DC4500A42E97CF2DCDF0F2" indent="up1"><enum>(A)</enum><text>Contributions from the non-profit
				entity.</text>
									</subparagraph><subparagraph id="id0051EF416E87442AB1A888C5511BB183" indent="up1"><enum>(B)</enum><text>Payments for such care by owners or
				guardians of the retired military working dogs receiving such care.</text>
									</subparagraph><subparagraph id="id3E94CD1FACF940B089A774A5C15FC033" indent="up1"><enum>(C)</enum><text>Other appropriate non-Federal sources
				of funds.</text>
									</subparagraph></paragraph><paragraph id="idE29DFBEB071548299DAAEB4001113F14" indent="up1"><enum>(2)</enum><text>Funds provided by the Federal
				Government—</text>
									<subparagraph id="id4B3532F9B3D940B8A68972E002DB2AC3"><enum>(A)</enum><text>may not be used—</text>
										<clause id="id773B73C2F04141ADA44AF6DB5F71F8DD"><enum>(i)</enum><text>to provide veterinary care under
				the system required by this section; or</text>
										</clause><clause id="id9D7BEAF57ECD4FB3A5CB0D0D23141AF9"><enum>(ii)</enum><text>to pay for the normal operation of
				the non-profit entity awarded the contract under subsection (c); and</text>
										</clause></subparagraph><subparagraph id="id30C6A7D8F4AD412689C78180285D31C3"><enum>(B)</enum><text>may be used to carry out the duties of
				the Secretary under subsections (a), (c), (d), and (f).</text>
									</subparagraph></paragraph></subsection><subsection id="idC20DC0A20C8A411FBFDE9F5858D5FC98"><enum>(f)</enum><header>Regulations</header><text>The
				Secretary shall prescribe regulations for the discharge of the requirements and
				authorities in this section, including regulations on the standards of care
				required by subsection
				(d).</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id100EC6DB368A4E0A9DFF3B5AF4151578"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 50 of
			 such title is amended by adding at the end the following new item:</text>

				dogs.</toc-entry>
						</toc>
						<after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idBF5EEA1B302848E699D30C980D61DFE3"><enum>(b)</enum><header>Regulations</header><text>The
			 Secretary of Defense shall prescribe the regulations required by subsection (f)
			 of section 993 of title 10, United States Code (as added by subsection (a) of
			 this section), not later than 180 days after the date of the enactment of this
			 Act.</text>
			</subsection></section><section display-inline="no-display-inline" id="H84AD79B21741414FBD2B552D9161757D" section-type="subsequent-section"><enum>5.</enum><header>Recognition of service
			 of military working dogs</header><text display-inline="no-display-inline">Section 1125 of title 10, United States
			 Code, is amended—</text>
			<paragraph id="H508C7BDB8066493695A4B3FBE2CE5067"><enum>(1)</enum><text>by inserting
			 <quote>(a) <header-in-text level="subsection" style="OLC">General
			 authority</header-in-text>.—</quote> before <quote>The Secretary of
			 Defense</quote>; and</text>
			</paragraph><paragraph id="H5440FF2F24E44BA1960C20C64BB6EBC2"><enum>(2)</enum><text>by adding at the
			 end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HC056BD578F7B40E8BF873497D367D35E" style="OLC">
					<subsection id="HF0664487ACA04A1A932845A42157D156"><enum>(b)</enum><header>Recognition of
				service of military working dogs</header><text display-inline="yes-display-inline">The Secretary of Defense shall create a
				decoration or other appropriate recognition to recognize military working dogs
				under the jurisdiction of the Secretary that are killed in action or perform an
				exceptionally meritorious or courageous act in service to the United
				States.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
