UNANIMOUS CONSENT AGREEMENTS
H.R. 3548 (ORDER NO. 174)
1.--Ordered, That upon the conclusion of Morning Business on
Wednesday, November 4, 2009, the Senate resume consideration of H.R.
3548, an act to amend the Supplemental Appropriations Act, 2008 to
provide for the temporary availability of certain additional emergency
unemployment compensation, and for other purposes; provided, that all
post cloture time be considered expired, all amendments to the
substitute and bill be withdrawn, no further amendments be in order, and
the substitute amendment be agreed to and the motion to reconsider be
considered made and laid upon the table.
Ordered further, That there will be debate until 12:15 p.m., with
the time equally divided and controlled between the Leaders or their
designees; provided, that at 12:15 p.m. the Senate proceed to vote on
the motion to invoke cloture on H.R. 3548; provided further, that if
cloture is invoked, the post cloture time be considered to have begun
running as if cloture had been invoked at 11:45 p.m. on Tuesday,
November 3, 2009.
Ordered further, That time during any adjournment, recess, or period
of Morning Business count post cloture.
Ordered further, That the filing deadline for first degree
amendments be 3:00 p.m. and the filing deadline for second degree
amendments be 4:00 p.m. on Monday, November 2, 2009.
Ordered further, That with respect to the motion to invoke cloture
on H.R. 3548, the mandatory quorum required under Rule XXII be waived.

H.R. 2847 (ORDER NO. 87)
2.--Ordered, That cloture not having been invoked on the committee
substitute amendment to H.R. 2847, an act making appropriations for the
Departments of Commerce, Justice, Science and Related Agencies for the
fiscal year ending September 30, 2010, and for other purposes, and a
motion to reconsider the vote by which cloture was not invoked having
been entered, that the cloture vote on the bill be delayed to occur upon
reconsideration, and that upon reconsideration, if cloture is not
invoked on the substitute, then the cloture motion on the bill be
withdrawn.
Ordered further, That the filing deadline for first degree
amendments be 3:00 p.m. on Tuesday, October 13, 2009.
Ordered further, That with regard to the motion to invoke cloture on
the committee-reported substitute amendment and on H.R. 2847, the
mandatory quorums required under Rule XXII be waived. (Oct. 8, 2009.)
