    <SECTNO>§ 300.246</SECTNO>
    <SUBJECT>Plan requirements.</SUBJECT>
    <P>A school-based improvement plan described in § 300.245 must—</P>
    <P>(a) Be designed to be consistent with the purposes described in section 651(b) of the Act and to improve educational and transitional results for all children with disabilities and, as appropriate, for other children consistent with § 300.235(a) and (b), who attend the school for which the plan is designed and implemented;</P>
    <P>(b) Be designed, evaluated, and, as appropriate, implemented by a school-based standing panel established in accordance with § 300.247(b);</P>
    <P>(c) Include goals and measurable indicators to assess the progress of the public school in meeting these goals; and</P>
    <P>(d) Ensure that all children with disabilities receive the services described in their IEPs.</P>
