    <SECTNO>§ 61.52</SECTNO>
    <SUBJECT>Threshold requirements for technical assistance grant applications.</SUBJECT>
    <P>To be eligible for a technical assistance grant, an applicant must meet the following threshold requirements:</P>
    <P>(a) The application included the information called for in the application package and was filed within the time period established in the Notice of Fund Availability;</P>
    <P>(b) The applicant established expertise in preparing grant applications;</P>
    <P>(c) The activities for which assistance is requested are eligible for funding under this part;</P>
    <P>(d) The applicant has demonstrated that adequate financial support will be available to carry out the project for which the grant is sought consistent with the plans, specifications and schedule submitted by the applicant;</P>
    <P>(e) The applicant does not have an outstanding obligation to VA that is in arrears, and does not have an overdue or unsatisfactory response to an audit; and</P>
    <P>(f) The applicant is not in default, by failing to meet requirements for any previous assistance from VA under this part.</P>
