AUTHORIZING THE AGENCY FOR INTERNATIONAL DEVELOPMENT TO OFFER VOLUNTARY 
                     SEPARATION INCENTIVE PAYMENTS

  Mr. STEVENS. Mr. President, I ask unanimous consent that the Senate 
proceed to the consideration of H.R. 3870, which was received from the 
House.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The clerk will report.
  The assistant legislative clerk read as follows:

       A bill (H.R. 3870) to authorize the Agency for 
     International Development to offer voluntary separation 
     incentive payments to employees of that agency.

  The PRESIDING OFFICER. Is there objection to the immediate 
consideration of the bill?
  There being no objection, the Senate proceeded to consider the bill.
  Mr. STEVENS. Mr. President, I ask unanimous consent that the bill be
