The SPEAKER pro tempore (during the vote). There are 2 minutes
remaining.

                              {time} 1649

Mr. WALBERG changed his vote from ``nay'' to ``yea.''

the Senate amendment was concurred in.
The result of the vote was announced as above recorded.
A motion to reconsider was laid on the table.
  Stated against:
Mr. FULCHER. Mr. Speaker, I was unavoidably detained. Had I been
present, I would have voted ``nay'' on rollcall No. 15, H.R. 2872.
