Mrs. RODGERS of Washington changed her vote from ``yea'' to ``nay.''
Mr. VARGAS changed his vote from ``nay'' to ``yea.''
So (two-thirds being in the affirmative) the rules were suspended and
the bill, as amended, was passed.
The result of the vote was announced as above recorded.
A motion to reconsider was laid on the table.
  Stated for:
Mrs. KIM of California. Mr. Speaker, had I been present, I would have
voted ``yea'' on rollcall No. 111.
Mr. FEENSTRA. Mr. Speaker, I was unable to cast my vote on H.R. 2560
due to my responsibility chairing the Ways and Means Committee. Had I
been present, I would have voted ``yea'' on rollcall No. 111.

                          personal explanation

Mr. PAYNE. Mr. Speaker, I was unable to cast my vote for rollcall
Nos. 110 and 111. Had I been present, I would have voted ``yea'' on
rollcall vote No. 110, S. 382, and ``yea'' on rollcall vote No. 111,
H.R. 2560.
