                                _______

April 20, 1999.--Referred to the House Calendar and ordered to be

                                _______

Ms. Pryce of Ohio, from the Committee on Rules, submitted the following

                              R E P O R T

                       [To accompany H. Res. 143]

The Committee on Rules, having had under consideration
House Resolution 143, by a record vote of 11 to 0, report the
same to the House with the recommendation that the resolution
be adopted.

                  SUMMARY OF PROVISIONS OF RESOLUTION

The resolution provides for the consideration of the
Conference Report to Accompany H.R. 800, the Education
Flexibility Partnership Act of 1999. The rule waives points of
order against the conference report and against its
consideration. The rule further provides that the conference
report shall be considered as read.
The waiver of all points of order includes a waiver of
clause 8 of rule XXII (requiring a three-day layover of a
conference report) because the conference report was not filed
until Tuesday, April 20, but will be considered on the floor on
Wednesday, April 21. Also, the waiver of all points of order
includes a waiver of clause 9 of rule XXII (prohibiting matters
not specifically committed to the conference from being
included in the conference report). The conference committee
adopted an amendment by Senator Jeffords to exempt rural school
districts from the Department of Education's consortia program.
This amendment was not within the scope of the conference, but
it was adopted by the conference by voice vote.

                            COMMITTEE VOTES

Pursuant to clause 3(b) of House Rule XIII the results of
