    The Committee on Rules, having had under consideration 
House Resolution 445, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution provides for the consideration of H.R. 3822, 
the Oil Price Reduction Act of 2000, under a modified open 
rule. The rule provides one hour of general debate divided 
equally between the chairman and ranking minority member of the 
Committee on International Relations.
    The rule makes in order the Committee on International 
Relations amendment in the nature of a substitute now printed 
in the bill as an original bill for the purpose of amendment, 
modified by striking subsection 6(c). The rule provides that 
the bill shall be open for amendment by section. The rule makes 
in order only those amendments printed in the Congressional 
Record and pro forma amendments for the purpose of debate. The 
rule provides that each amendment printed in the Congressional 
Record may be offered only by the Member who caused it to be 
printed or his designee, and that each amendment shall be 
considered as read.
    The rule allows the Chairman of the Committee of the Whole 
to postpone votes during consideration of the bill and to 
reduce voting time to five minutes on a postponed question if 
the vote follows a fifteen minute vote. Finally, the rule 
provides one motion to recommit with or without instructions.

heating oil; directs the Energy Information Administration 
(EIA) to analyze the price of gasoline, diesel fuel and home 
heating oil to determine whether or not domestic oil companies 
are unreasonably raising prices; defines an unreasonable price 
increase as a price increase that goes beyond any concurrent 
price in an oil company's production and operating costs; 
allows the EIA to pass information along to the Justice 
Department for possible prosecution if it finds that an oil 
company has unreasonably raised prices; and allows for the 
imposition of a fine of up to $100 million on any company found 
guilty of price gouging.
