PROVIDING FOR THE CONSIDERATION OF H.R. 4577, THE DEPARTMENTS OF LABOR, 
    HEALTH AND HUMAN SERVICES, AND EDUCATION, AND RELATED AGENCIES 
                        APPROPRIATION BILL, 2001

                       [To accompany H. Res. 515]

    The Committee on Rules, having had under consideration 
House Resolution 515, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                summary of provisions of the resolution

    The resolution provides for the consideration of H.R. 4577, 
the Departments of Labor, Health and Human Services, and 
Education, and Related Agencies Appropriation Bill, 2001, under 
an open rule. The rule provides one hour of general debate 
divided equally between the chairman and ranking minority 
member of the Committee on Appropriations.
    The rule waives all points of order against consideration 
of the bill. The rule provides that the amendments printed in 
part A of this report shall be considered as adopted. The rule 
waives clause 2 of rule XXI (prohibiting unauthorized or 
legislative provisions in an appropriations bill) against 
provisions in the bill, as amended, except as otherwise 
specified in the rule.
    The rule further provides that the amendment printed in 
part B of this report may be offered only by a Member 
designated in this report and only at the appropriate point in 
the reading of the bill, shall be considered as read, shall be 
debatable for the time specified in this report equally divided 
and controlled by the proponent and an opponent, shall not be 
subject to amendment, and shall not be subject to a demand for 
division of the question in the House or in the Committee of 
the Whole. All points of order against the amendment printed in 
part B of this report are waived. The rule also waives clause 
2(e) of rule XXI (prohibiting nonemergency designated 
amendments to be offered to an appropriations bill containing 
an emergency designation) against amendments offered during 
consideration of the bill.
    Members who have preprinted their amendments in the Record 
prior to their consideration will be given priority in 
recognition to offer their amendments if otherwise consistent 
with House rules. The Chairman of the Committee of the Whole 
may postpone votes during consideration of the bill, and reduce 
voting time to five minutes on a postponed question if the vote 
follows a fifteen minute vote. Finally, the rule provides for 
one motion to recommit, with or without instructions.

    Wilson: Appropriates $25 million for the 21st Century 
Teacher Scholarships Act, which addresses the national problem 
of teacher shortage, if it is enacted into law. Cuts $25 
million from the Occupational Safety and Health Administration 
(OSHA) as an offset. (10 minutes)

    Page 84, after line 21, insert the following new section:
    Sec. 518. The amounts otherwise provided by this Act are 
revised by reducing the amount made available for 
``Occupational Safety and Health Administration--salaries and 
expenses'', and increasing the amount made available for 
``higher education'', by $25,000,000, to be used to carry out 
the 21st Century Teaching Scholarships, Act, if such 
legislation is enacted.
