       Mr. Scott of South Carolina, from the Committee on Rules, 
                        submitted the following

                              R E P O R T

                       [To accompany H. Res. 515]

    The Committee on Rules, having had under consideration 
House Resolution 515, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides that a motion to proceed with 
regard to a joint resolution of disapproval specified in 
subsection (a)(2) of section 3101A of title 31, United States 
Code, may be offered even if the joint resolution has not been 
reported to the House as contemplated by subsection (c)(3) of 
such section and shall be in order only if offered by the 
Majority Leader or his designee.
