  PROVIDING FOR CONSIDERATION OF THE BILL (S. 47) TO REAUTHORIZE THE 
                   VIOLENCE AGAINST WOMEN ACT OF 1994

    The Committee on Rules, having had under consideration 
House Resolution 83, by a nonrecord vote, report the same to 
the House with the recommendation that the resolution be 
adopted.

                SUMMARY OF PROVISIONS OF THE RESOLUTION

    The resolution provides for consideration of S. 47, the 
Violence Against Women Reauthorization Act of 2013, under a 
structured rule. The resolution provides one hour of debate 
equally divided and controlled by the Majority Leader and the 
Minority Leader or their respective designees. The resolution 
waives all points of order against consideration of the bill. 
The resolution provides that the bill shall be considered as 
read. The resolution waives all points of order against 
provisions in the bill. The resolution provides that an 
amendment in the nature of a substitute consisting of the text 
of Rules Committee Print 113-2, if offered by the Majority 
Leader or his designee, which shall be in order without 
intervention of any point of order, shall be considered as 
read, and shall be separately debatable for 20 minutes equally 
divided and controlled by the proponent and an opponent. The 
resolution provides one motion to commit with or without 
instructions.

                         EXPLANATION OF WAIVERS

    Although the resolution waives all points of order against 
consideration of the bill, the Committee is not aware of any

    Motion by Mr. Hastings of Florida to make in order and 
provide the appropriate waivers for amendment #1, offered by 
Rep. Van Hollen (MD), which replaces the entire sequester for 
2013--which would cause deep cuts to domestic priorities and 
defense--with savings from specific policies that reflect a 
balanced approach to deficit reduction. Protects our most 
vulnerable citizens, asks those earning over $1 million per 
year to contribute more, eliminates agriculture direct 
payments, and cuts subsidies for large oil companies. Defeated: 
2-7.

                 SUMMARY OF THE AMENDMENT MADE IN ORDER

    Rules Committee Print 113-2 provides support and services 
for all victims. The amendment also increases the emphasis on 
the investigation, prosecution, and services for victims of 
sexual assault; promotes educational awareness to prevent 
violence and improve services for young victims; enhances 
immigration laws to protect victims of violence; ensures that 
money goes to victims by increasing accountability over VAWA 
grants; and better protects Indian women from domestic 
violence.
