Dynamic Random Access Memory Semiconductors of One Megabit or
Above (DRAMs) From the Republic of Korea: Postponement of Final Results
of Antidumping Duty Administrative Review.
AGENCY: Import Administration, International Trade Administration,
Department of Commerce.
ACTION: Extension of time limit for final results of antidumping duty
administrative review.

SUMMARY: The Department of Commerce (the Department) is extending the
time limit for the final results of the administrative review of the
antidumping duty order on DRAMs from the Republic of Korea, covering
the period May 1, 1997, through April 30, 1998, since it is not
practicable to complete the review within the time limit mandated by
section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act).
EFFECTIVE DATE: September 9, 1999.

SUPPLEMENTARY INFORMATION:
Applicable Statute
Unless otherwise indicated, all citations to the statute are
references to the provisions effective January 1, 1995, the effective
date of the amendments made to the Act by the Uruguay Round Agreements
Act.
In addition, unless stated otherwise, all citations to the
Department's regulations are to the current regulations codified at 19
CFR Part 351 (1998).
Background
On June 29, 1998 (63 FR 35188), the Department initiated an
administrative review of the antidumping order on DRAMs from the
Republic of Korea, covering the period May 1, 1997 through April 30,
1998. On June 8, 1999, the Department published the preliminary
determination in this review (64 FR 30481).
Postponement of Final Results of Review
Section 751(a)(3)(A) of the Act requires the Department to make a
final determination within 120 days after the date on which the
preliminary determination is published. However, if it is not
practicable to complete the review within the time period, section
751(a)(3)(A) allows the Department to extend this time period to 180
days after the date on which the preliminary determination is
published.
We determine that it is not practicable to complete the final
results of this review within the original time frame because of the
complexity of the legal and methodological issues involved in this
review (see Memorandum from Bernard T. Carreau, Deputy Assistant
Secretary to Richard Moreland, Acting Assistant Secretary, September 1,
1999). Accordingly, the deadline for issuing the final results of this
review will be no later than 180 days (December 5, 1999) from the
publication of the preliminary determination.
This extension is in accordance with section 751(a)(3)(A) of the
Act (19 U.S.C. 1675 (a)(3)(A)).
