National Pollutant Discharge Elimination System--Cooling Water 
Intake Structures at Existing Facilities and Phase I Facilities

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule; reopening public comment period.

SUMMARY: On April 20, 2011, EPA proposed requirements under section 
316(b) of the Clean Water Act for all existing power generating 
facilities and existing manufacturing and industrial facilities. EPA 
requested that public comments on the proposal be submitted on or 
before July 19, 2011. Since publication, the Agency has received 
several requests for additional time to submit comments. EPA is re-
opening the comment period and will accept public comments on the 
proposal through August 18, 2011.

DATES: Comments on the proposed rule, which was published April 20, 
2011, at 76 FR 22174, must be received on or before August 18, 2011.
