ACTION: Notice; issuance of permit amendment.

SUMMARY: Notice is hereby given that a major amendment to Permit No. 
15471 has been issued to Michael Adkesson, D.V.M., Chicago Zoological 
Society, 3300 Golf Rd., Brookfield, IL 60527.

SUPPLEMENTARY INFORMATION: On August 11, 2011, notice was published in 
the Federal Register (76 FR 49736) that a request for an amendment to 
Permit No. 15471 to import specimens from South American fur seals 
(Arctocephalus australis) and South American sea lions (Otaria 
flavescens) for scientific research had been submitted by the above-
named applicant. The requested permit amendment has been issued under 
the authority of the Marine Mammal Protection Act of 1972, as amended 
(16 U.S.C. 1361 et seq.) and the regulations governing the taking and 
importing of marine mammals (50 CFR part 216).
    The permit has been amended to increase the total number of 
individuals to 765 and include samples from up to 200 male South 
American fur seals that can be received, imported, or exported over the 
duration of the permit. In addition, the permit holder is authorized to 
receive, import, or export samples from up to 400 adult and pup South 
American sea lions over the duration of the permit.
    In compliance with the National Environmental Policy Act of 1969 
(42 U.S.C. 4321 et seq.), a final determination has been made that the 
activity proposed is categorically excluded from the requirement to 
prepare an environmental assessment or environmental impact statement.
