Liberty University, Inc.; Notice of Preliminary Permit
Application Accepted for Filing and Soliciting Comments, Motions To
Intervene, and Competing Applications
On June 15, 2012, Liberty University, Inc., filed an application
for a preliminary permit, pursuant to section 4(f) of the Federal Power
Act (FPA), proposing to study the feasibility of the Scott's Mill
Hydropower Project (project) to be located on the James River, in the
City of Lynchburg, Virginia. The proposed project would be located in
Amherst and Bedford Counties, Virginia. The project would not occupy
any federal land. The sole purpose of a preliminary permit, if issued,
is to grant the permit holder priority to file a license application
during the permit term. A preliminary permit does not authorize the
permit holder to perform any land-disturbing activities or otherwise
enter upon lands or waters owned by others without the owners' express
permission.
The proposed project would consist of the following: (1) The
existing 15-foot-high, 925-foot-long Scott's Mill dam, impounding a
316-acre reservoir with a normal maximum water surface elevation of 511
feet mean sea level; (2) a new powerhouse containing four generating
units with a total installed capacity of 4.8 megawatts; (3) a new 500-
foot-long underground transmission line; and (4) appurtenant
facilities. The project would have an estimated annual generation of
10,500 megawatt-hours, and would be sold to a local utility.
