30-Day Notice of Proposed Information Collection: Directorate of 
Defense Trade Controls Information Collection: ``Request for Commodity 
Jurisdiction (CJ) Determination''

ACTION: Notice of request for public comment and submission to OMB of 
proposed collection of information.

SUMMARY: The Department of State has submitted the information 
collection described below to the Office of Management and Budget (OMB) 
for approval. In accordance with the Paperwork Reduction Act of 1995 we 
are requesting comments on this collection from all interested 
individuals and organizations. The purpose of this notice is to allow 
30 days for public comment.

DATES: Submit comments to the Office of Management and Budget (OMB) up 
to January 14, 2013.

    We are soliciting public comments to permit the Department to:
     Evaluate whether the proposed collection of information is 
necessary for the proper functions of the Department.
     Evaluate the accuracy of our estimate of the burden of the 
proposed collection, including the validity of the methodology and 
assumptions used.
     Enhance the quality, utility, and clarity of the 
information to be collected.
     Minimize the reporting burden on those who are to respond, 
including the use of automated collection techniques or other forms of 
technology.
    Please note that comments submitted in response to this Notice are 
public record. Before including any detailed personal information, you 
should be aware that your comments as submitted, including your 
personal information, will be available for public review.
    Abstract of proposed collection: The export, temporary import, 
temporary export and brokering of defense articles, defense services 
and related technical data are licensed by the Directorate of Defense 
Trade Controls in accordance with the International Traffic in Arms 
Regulations (22 CFR parts 120-130) and Section 38 of the Arms Export 
Control Act. Any person who engages in the business of manufacturing or 
exporting defense articles, defense services, and related technical 
data, or the brokering thereof, must register with the Department of 
State.
    The information submitted pursuant to this collection will be used 
to

evaluate whether a particular defense article or defense service is 
covered by the U.S. Munitions List, and therefore is subject to export 
licensing jurisdiction of the Department of State. This collection may 
also be used to request a change in U.S. Munitions List category 
designation, request the removal a defense article from the U.S. 
Munitions List, or request the reconsideration of a previous commodity 
jurisdiction determination.
    Methodology: These forms/information collections are to be sent 
electronically to the Directorate of Defense Trade Controls via the 
Directorate of Defense Trade Controls Web site.
