Proposed Collection; Comment Request

AGENCY: Defense Finance and Accounting Service (DFAS), DoD.

ACTION: Notice.

    In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction 
Act of 1995, the DFAS announces a proposed public information 
collection and seeks public comment on the provisions thereof. Comments 
are invited on: (a) Whether the proposed collection of information is 
necessary for the proper performance of the functions of the agency, 
including whether the information shall have practical utility; (b) the 
accuracy of the agency's estimate of the burden of the proposed 
information collection; (c) ways to enhance the quality, utility, and 
clarity of the information to be collected; and (d) ways to minimize 
the burden of the information collection on respondents, including 
through the use of automated collection techniques or other forms of 
information technology.

DATES: Consideration will be given to all comments received by 
September 17, 2013.

    Title; Associated Form; and OMB Number: DD Form 2788, Child 
Annuitant's School Certification, OMB Number 0730-0001.
    Needs and Uses: In accordance with 10 U.S.C. 1447 and DoD Financial 
Management Regulation, 7000.14-R, Volume 7B, a child annuitant between 
the age of 18 and 22 years of age must provide evidence of intent to 
continue study or training at a recognized educational institution. The 
certificate is required for the school semester or other period in 
which the school year is divided

    Annual Burden Hours: 7,200 hours
    Number of Respondents: 3600
    Responses Per Respondent: 2
    Average Burden per Response: 1 hour
    Frequency: Once each semester of full time school, ages 18 to 22

SUPPLEMENTARY INFORMATION:

Summary of Information Collection

    The Child Annuitant's School Certification form is submitted to the 
child for completion and returned to this agency. The child will 
certify as to his or her intent for future enrollment and a school 
official must certify on the past or present school enrollment of the 
child. By not obtaining school certification, overpayment of annuities 
to children would exist. This information may be collected from some 
schools which are non-profit institutions such as religious 
institutions. If information is not received after the end of each 
school enrollment, over disbursements of an annuity would be made to a 
child who elected not to continue further training or study.
