B. Discussion
On July 08, 2013, the Coast Guard published an Advanced Notice of
Proposed Rulemaking in the Federal Register (78 FR 40651) seeking
comments related to potential modifications of the current mandatory
pilotage, escort tug, and Vessel Movement Reporting System (VMRS)
Buzzards Bay requirements. In comments to the docket, the Coast Guard
has received a request from the public to extend the comment period by
60 days. We have decided to grant this request for an extension of the
comment period from October 7, 2013 to December 8, 2013. This will
allow the Coast Guard to collect and review all comments before issuing
a Notice of Proposed Rulemaking.
Dated: September 14, 2013.
D.B. Abel,
Rear Admiral, U.S. Coast Guard Commander, First Coast Guard District.
