Hydro Green Energy, LLC; Notice of Preliminary Permit Application 
Accepted for Filing and Soliciting Comments, Motions To Intervene, and 
Competing Applications

    On August 15, 2013, Hydro Green Energy, LLC, filed an application 
for a

preliminary permit, pursuant to section 4(f) of the Federal Power Act 
(FPA), proposing to study the feasibility of the Pendleton South 
Project to be located near Camp Pendleton South in San Diego County, 
California. The sole purpose of a preliminary permit, if issued, is to 
grant the permit holder priority to file a license application during 
the permit term. A preliminary permit does not authorize the permit 
holder to perform any land-disturbing activities or otherwise enter 
upon lands or waters owned by others without the owners' express 
permission.
    The proposed project would consist of the following: (1) A 30-foot-
high, 5,108-foot-long upper earthen embankment constructed with rubber 
sheet and asphalt lining; (2) an upper reservoir having a total/usable 
storage capacity of 8,894 acre-feet at normal maximum operation 
elevation of 1,032 feet above mean sea level; (3) eight approximately 
25,000-foot-long by 10-foot-diameter steel lined penstocks; (4) a 500-
foot-long, 250-foot-diameter concrete lined tailrace; (5) a concrete 
and steel lined pressure shaft; (6) eight 154-megawatt, reversible 
variable-speed pump-turbines; (7) a new powerhouse and substation 
located approximately 100 feet below ground and approximately 250 feet 
long by 75 feet wide by 100 feet high; (8) a vertical access tunnel 
approximately 400 feet high and 30 feet in diameter; (9) a breakwater 
constructed from precast concrete tetrapods; and (10) a new single-
circuit 230-kilovolt transmission line approximately 9 miles in length. 
The estimated annual generation of the Pendleton South Project would be 
approximately 3,607 gigawatt-hours.
