This is the second notice for public comment; the first was published in the Federal Register at 79 FR 26779 and no comments were received. NSF is forwarding the proposed submission to the Office of Management and Budget (OMB) for clearance simultaneously with the publication of this second notice. SUPPLEMENTARY INFORMATION: Title of Collection: Graduate Research Fellowship Application. OMB Control No.: 3145-0023. Abstract: Section 10 of the National Science Foundation Act of 1950 (42 U.S.C. 1861 et seq.), as amended, states that ``The Foundation is authorized to award, within the limits of funds made available . . . scholarships and graduate fellowships for scientific study or scientific work in the mathematical, physical, biological, engineering, social, and other sciences at accredited U.S. institutions selected by the recipient of such aid, for stated periods of time.'' The Graduate Research Fellowship Program has two goals:To select, recognize, and financially support individuals early in their careers with the demonstrated potential to be high achieving scientists and engineers; To broaden participation in science and engineering of underrepresented groups, including women, minorities, persons with disabilities, and veterans. Estimate of Burden: This is an annual application program providing three years of support to individuals, usable over a five-year fellowship period. The application deadline is in early November. It is estimated that each submission is averaged to be 16 hours per respondent, which includes three references (on average) for each application. It is estimated that it takes two hours per reference for each applicant. Respondents: Individuals. Estimated Number of Responses: 15,000. Estimated Total Annual Burden on Respondents: 240,000 hours.
