Proposed Collection; Comment Request

AGENCY: Army & Air Force Exchange Service (Exchange), DoD.

ACTION: Notice.

SUMMARY: In compliance with the Paperwork Reduction Act of 1995, the 
Army & Air Force Exchange announces a proposed public information 
collection and seeks public comment on the provisions thereof. Comments 
are invited on: (a) Whether the proposed collection of information is 
necessary for the proper performance of the functions of the agency, 
including whether the information shall have practical utility; (b) the 
accuracy of the agency's estimate of the burden of the proposed 
information collection; (c) ways to enhance the quality, utility, and 
clarity of the information to be collected; and (d) ways to minimize 
the burden of the information collection on respondents, including 
through the use of automated collection techniques or other forms of 
information technology.

DATES: Consideration will be given to all comments received by November 
10, 2015.

System (TASS Request Form)'', Exchange Form 3900-006 ``Background Check 
for Vendors/Contractors'', OMB Control Number 0702-XXXX.
    Needs and Uses: The information collection requirement is necessary 
for the processing of all Army and Air Force Exchange security 
clearance actions, to record security clearances issued or denied; and 
to verify eligibility for access to classified information or 
assignment to a sensitive position.
    Affected Public: Individuals and/or households, Business or other 
for profit.
    Annual Burden Hours: 4,600.
    Number of Respondents: 2,300.
    Responses per Respondent: 1.
    Annual Responses: 2,300.
    Average Burden per Response: 120 minutes.
    Frequency: On occasion.
    Respondents are individuals and/or households affiliated with Army 
and Air Force Exchange Service (Exchange) by assignment, employment 
contractual relationship, or as a result of an inter service support 
agreement on which personnel security clearance determination has been 
completed or is pending. Information collected is utilized to process 
the personnel security clearance of contractors and/or vendors to work 
at an Exchange facility, record the security clearances issued or 
denied, and to verify the eligibility for access to classified 
information or assignment to a sensitive position. In addition to 
utilizing the information for processing security clearances, the 
information may also be used by Exchange executives for adverse 
personnel actions such as removal from sensitive duties, removal from 
contract agreement, denial to a restricted or sensitive area, and 
revocation of security clearance.
