Air Plan Approval; TN; Knox County Emissions Statements

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency (EPA) is proposing to 
approve changes to the Tennessee state implementation plan (SIP) 
submitted by the State of Tennessee, through the Tennessee Department 
of Environment and Conservation on behalf of the Knox County Department 
of Air Quality Management (County Department), on March 14, 2014, and 
May 14, 2015, that require certain sources in Knox County, Tennessee, 
to report actual emissions of volatile organic compounds and oxides of 
nitrogen to the County Department annually. These changes amend the 
Knox County Air Quality Management Regulations in the Knox County 
portion of the Tennessee SIP to reflect the State of Tennessee's SIP-
approved emissions statement requirements for Knox County. This 
proposed action is being taken pursuant to the Clean Air Act and its 
implementing regulations.

this Federal Register. A detailed rationale for the approval is set 
forth in the direct final rule and incorporated by reference herein. If 
no adverse comments are received in response to this rule, no further 
activity is contemplated. If EPA receives adverse comments, the direct 
final rule will be withdrawn and all adverse comments received will be 
addressed in a subsequent final rule based on this proposed rule. EPA 
will not institute a second comment period on this document. Any 
parties interested in commenting on this document should do so at this 
time.
