[EPA-R09-OAR-2015-0643; FRL-9935-64-Region 9]

Revisions to the California State Implementation Plan, Placer
County Air Pollution Control District

AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

-----------------------------------------------------------------------

SUMMARY: The Environmental Protection Agency (EPA) is proposing to
approve a revision to the Placer County portion of the California State
Implementation Plan (SIP). This revision concerns the necessary
procedures to create emission reduction credits (ERCs) from the
reduction of volatile organic compound (VOC), oxides of nitrogen
(NOX), oxides of sulfur (SOX), particulate matter
(PM), and carbon monoxide (CO) emissions due to the use and
installation of a control device on stationary locomotive engines in
rail yards. We are proposing to approve a local rule that provides
administrative procedures for creating emissions reduction credits,
consistent with Clean Air Act (CAA or the Act) requirements.
