Take notice that on November 18, 2015, pursuant to sections 206 and
306 of the Federal Power Act (FPA),\1\ section 210(h)(1) of the Public
Utility Regulatory Policies Act (PURPA),\2\ and Rule 206 of the Federal
Energy Regulatory Commission's (Commission) Rules of Practice and
Procedure,\3\ P[aacute]Tu Wind Farm, LLC (P[aacute]Tu or Complainant)
filed a formal complaint against Portland General Electric Company
(Respondent) alleging that Respondent violated the Commission's orders
\4\ by refusing to permit Complainant to establish a dynamic scheduling
arrangement for delivery of power from the P[aacute]Tu wind farm to
Respondent's Balancing Authority Area, all as more fully explained in
the complaint.
