The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission. The proposed project would consist of the following: (1) a 770- foot-long, 300-foot-wide intake channel with a 85-foot-long retaining wall; (2) a 98-foot-long, 66-foot-wide powerhouse containing two generating units with a total capacity of 7 megawatts; (3) a 1000-foot- long, 220-foot-wide tailrace with a 40-foot-long retaining wall; (4) a 4.16/69 kilo-Volt (kV) substation; and (5) a 11.5-mile-long, 69 kV transmission line. The proposed project would have an average annual generation of 39,800 megawatt-hours, and operate utilizing surplus water from the Green River Lock and Dam No. 5, as directed by the Corps.
