Energy Resources USA Inc.; Notice of Preliminary Permit
Application Accepted for Filing and Soliciting Comments, Motions To
Intervene, and Competing Applications
On February 19, 2016, Energy Resources USA Inc. filed an
application for a preliminary permit, pursuant to section 4(f) of the
Federal Power Act (FPA), proposing to study the feasibility of the
Bosher Dam Hydroelectric Project (Bosher Project or project) to be
located at the existing Bosher Dam on the James River, about 2 miles
southwest of Tuckahoe, in Henrico County, Virginia. The sole purpose of
a preliminary permit, if issued, is to grant the permit holder priority
to file a license application during the permit term. A preliminary
permit does not authorize the permit holder to perform any land-
disturbing activities or otherwise enter upon lands or waters owned by
others without the owners' express permission.
The proposed project would consist of the following: (1) An
existing 12-foot-high dam; (2) an 1,000-acre-size impoundment with a
storage capacity of 2,100-acre-foot and drainage area of 6,753 square
miles; (3) a new 700-foot-long, 180-foot-wide intake; (4) a new 300-
foot-long, 180-foot-wide tailrace; (5) four new 2-megawatt (MW)
turbines; (6) a new 65-foot-long, 197-foot-wide powerhouse; (7) a new
60-foot-long, 50-foot-wide substation; (8) a new 528-foot-long, 69-
kilovolt transmission line; and (9) appurtenant facilities. The
estimated annual generation of the Bosher Project would be 68,500
megawatt-hours.
