Air Plan Approval; Alabama: PSD Replacement Units
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: The Environmental Protection Agency (EPA) is proposing to
approve a portion of Alabama's State Implementation Plan (SIP) revision
submitted by the State of Alabama, through the Alabama Department of

Environmental Management (ADEM), on May 7, 2012. The portion of the
revision that EPA is proposing to approve relates to the State's
Prevention of Significant Deterioration (PSD) permitting regulations.
In particular, the revision adds a definition of ``replacement unit''
and provides that a replacement unit is a type of existing emissions
unit under the definition of ``emissions unit.'' This action is being
taken pursuant to the Clean Air Act (CAA or Act).
DATES: Written comments must be received on or before September 25,
2017.

SUPPLEMENTARY INFORMATION:
In the Final Rules Section of this Federal Register, EPA is
approving the portion of Alabama's May 7, 2012, SIP revision addressing
the State's PSD program as a direct final rule without prior proposal
because the Agency views this as a noncontroversial submittal and
anticipates no adverse comments. A detailed rationale for the approval
is set forth in the direct final rule and incorporated herein by
reference. If no adverse comments are received in response to this
rule, no further activity is contemplated. If EPA receives adverse
comments, the direct final rule will be withdrawn and all adverse
comments received will be addressed in a subsequent final rule based on
this proposed rule. EPA will not institute a second comment period on
this document. Any parties interested in commenting on this document
should do so at this time.
