National Organic Program (NOP); Amendments to the National List 
of Allowed and Prohibited Substances (Crops, Livestock and Handling); 
Reopening of Comment Period

AGENCY: Agricultural Marketing Service, USDA.

ACTION: Proposed rule; Reopening of the public comment period.

SUMMARY: The Agricultural Marketing Service (AMS) published a proposed 
rule in the Federal Register on January 18, 2018, which describes 35 
amendments to the National List of Allowed and Prohibited Substances 
(Crops, Livestock and Handling). The public comment period closed on 
March 19, 2018. This document reopens the comment period on the 
proposed rule for an additional 30 days. Multiple stakeholders 
requested that AMS extend the comment period to provide more time to 
develop comments on the proposed rule.

DATES: Comments must be received by May 14, 2018.

SUPPLEMENTARY INFORMATION: This document reopens the public comment 
period for the proposed rule published in the Federal Register on 
January 18, 2018 (83 FR 2498), Amendments to the National List of 
Allowed and Prohibited Substances (Crops, Livestock and Handling). In 
the proposed rule, AMS solicits public comments generally and requests 
comments on specific topics. AMS is reopening the comment period, which 
ended on March 19, 2018, for 30 days based on multiple stakeholder 
requests that AMS extend the comment period to provide more time to 
develop comments on the proposed rule.
    AMS is proposing to amend the National List of Allowed and 
Prohibited Substances by: Changing the use restrictions for seventeen 
substances allowed for organic production or handling; adding sixteen 
new substances for use in organic production or handling; listing 
rotenone as a prohibited substance in organic crop production; and 
removing ivermectin as an allowed parasiticide for use in organic 
livestock production.
