FreedomWorks, LLC; Notice of Preliminary Permit Application
Accepted for Filing and Soliciting Comments, Motions To Intervene, and
Competing Applications
On June 1, 2018, FreedomWorks, LLC, filed an application for a
preliminary permit, pursuant to section 4(f) of the Federal Power Act
(FPA), proposing to study the feasibility of the Mt. Storm Pumped
Storage Hydro Project to be located near Bismarck in Grant County, West
Virginia. The sole purpose of a preliminary permit, if issued, is to
grant the permit holder priority to file a license application during
the permit term. A preliminary permit does not authorize the permit
holder to perform any land-disturbing activities or otherwise enter
upon lands or waters owned by others without the owners' express
permission.
The proposed project would consist of the following: (1) An
existing Mt. Storm Lake as an upper reservoir with a surface area of
1,200 acres and a storage capacity of 44,000 acre-feet at a surface
elevation of approximately 3,200 feet above mean sea level (msl); (2)
as many as two new lower reservoirs with a combined surface area of 690
acres and a combined storage capacity of 12,000 acre-feet at a surface
elevation of 2,350 to 2,425 feet msl created through construction of
new semi-circular dams and/or dikes; (3) as many as eight new 10,000-
foot-long, 4-foot-diameter penstocks connecting the upper reservoir and
lower reservoir; (4) two new 300-foot-long, 50-foot-wide, 25-foot-high
powerhouses containing four turbine-generator units with a total rated
capacity of 1,000 megawatts; (5) a new transmission line connecting the
powerhouse to a nearby electric grid

interconnection point with options to evaluate multiple grid
interconnection locations; and (6) appurtenant facilities. The proposed
project would have an annual generation of 4,380,000 megawatt-hours.
