    In June 1976 when Volume 1 of this work was published, former 
Parliamentarian Lewis Deschler acknowledged the valuable assistance of 
his successor, Wm. Holmes Brown toward its preparation. Beginning with 
Volume 10, the title of this work was expanded to reflect the inclusion 
of precedents developed beyond the 94th Congress under the supervision 
of Mr. Brown, who served as Parliamentarian from 1974 through 1994 and 
who continues to assist in the preparation and updating of these 
subsequent volumes. Special appreciation is also expressed to Joan 
Deschler Bamel who since 1965 has provided manuscript editing and 
special research for all the volumes.
