EXPLANATION OF THIS VOLUME

GENERAL

This Volume IV contains a compilation of the ``List of CFR Sections
Affected'' (LSA) for Titles 42 through 50 of the Code of Federal
Regulations (CFR) for the years 1986 through 2000 (Titles 1 through 41
appear in Volumes I, II, and III.). All sections of the CFR which have
been expressly affected by documents published in the daily Federal
Register during those years are listed. Entries indicate the nature of
the changes effected. Page numbers refer to daily Federal Register
pages. The volume number appearing at the beginning of each column
indicates the year (for example, 51 FR corresponds to 1986, 52 FR
corresponds to 1987). Reorganization, redesignation, and distribution
tables for certain titles appear at the end of the LSA for that title.
Specific references to these tables appear within the text of the LSA.

USE

Reference to this LSA will enable the user to find the precise text of
CFR provisions which were in force and effect on any given date during
the period covered. To determine the history of a section of any
regulation, the user must first look for that section under the
pertinent CFR title. Within each title, the entries are arranged
chronologically so that all 1986 amendments precede 1987 amendments, and
so forth. In addition to the specific section level entries, the user is
cautioned to check for general changes that may appear at the title,
chapter, and part levels.

LEGAL STATUS

This ``List of CFR Sections Affected, 1986-2000 does not have the
effect of law, regulation or ruling. It is designed as a finding aid for
historical research in the various titles of the Code of Federal
Regulations.

HISTORICAL RESEARCH

For the period prior to 1986, the user should consult the ``List of
CFR Sections Affected, 1949-1963'', ``List of CFR Sections Affected,
1964-1972'', and the ``List of CFR Sections Affected, 1973-1985''
published in eleven separate volumes. For the period January 1, 1986
through December 31, 2000, the user should consult this volume. For the
period beginning January 1, 2001, the user should consult the specific
``List of CFR Sections Affected'' that appears in the Finding Aids
section of each volume.

GLOSSARY

Because this LSA has been accumulated over a 15 year period, a variety
of terms are used. This glossary contains the most commonly used terms.
``Amended'' means a typographical unit of the CFR was partially set
forth.
``CFR element'' means a CFR title, subtitle, chapter, subchapter,
part, subpart, section or paragraph.
``Deleted'' means a CFR element was removed from the CFR.

``Nomenclature change'' means that a specific title, name or term has
been changed throughout a chapter, part, or subpart.
``Redesignated'' means a CFR element has been transferred to another
position and was renumbered with no change in text.
``Removed or revoked'' means a CFR element or provision has been
removed from the CFR.
``Revised'' means a CFR element was completely rewritten and presented
in its entirety.
``Technical amendment'' means there was a general amendment that may
not have substantive effect on regulations.
``Withdrawn'' means a final rule was removed by the issuing agency and
did not go into effect.
