GPOExpressSM Registration

We encourage individuals to contact their printing representative to learn more about their agency policies and procedures concerning the GPOExpressSM Program.

Welcome to the Online Guide to Register for the GPOExpressSM Card Program. This program is open to all Federal agencies and contractors working for the Federal Government. To participate, federal employees and contractors must have a GPO approved method of payment. The GPO approved method of payments for the GPOExpress program are:

  • a GPO issued Billing Address Code (BAC) for a GPO Deposit Account
  • or a GPO issued Billing Address Code (BAC) for Treasury's Intra-governmental Payment and Collection System Account (IPAC) system
  • or a Government Purchase (IMPAC) Credit Card

To get started simply download the GPO Form 3001 (FY15 3001) the registration form specifically created for the GPOExpress program. If you would like to apply using GPO's SF-1 this is also approved.

GPO Form 3001

On page 3 of the GPO Form 3001 (FY15 3001), you will see a list of thorough instructions for completing the form. For those customers using a Government Purchase card to register for the program, boxes 4-7 do not need to be completed. If you have any questions on completing the Form 3001, please contact your GPO National Account Manager for further information.

When your Form 3001 (FY15 3001) is completed and signed, please fax a copy of the form to the GPOExpress registration fax at 202.312.0171. Upon submission you will be contacted by your GPO National Account Manager and walked through the remainder of the registration process including the discussion of when your GPOExpress cards will arrive and the optional training resources available.

Registration on to the GPOExpress program takes 5-7 days. If you need assistance now, please contact your GPO National Account Manager.

GPOExpressSM Payment Methods

How to establish a BAC for an IPAC Account

To obtain a BAC for IPAC your agency must have an 8-digit Agency Locator Code (ALC) assigned by the Department of Treasury. To determine if your agency has such an account, please check with your financial management personnel. If your agency has an ALC, obtaining a GPO BAC is relatively simple. Complete an SF-1 or Form 3001 FY15 3001 similar to this sample and have it signed by your agency's Printing Officer.

How to establish a BAC for a Deposit Account

To open a GPO Deposit Account complete an SF-1 or Form 3001 (FY15 3001) and have it signed by the authorized individual in your agency. GPO will assign a deposit account number. This account number will serve as your BAC.

If you do not know who is the authorized individual in your agency to sign the SF-1 or have any other questions, contact the appropriate GPO National Account Manager for your agency.

How to establish a BAC using a government credit card

To obtain a BAC using a government credit card, fill out the Form 3001 (FY15 3001) or SF-1 and have it signed by the authorized individual in your agency. If you do not know who is the authorized individual in your agency to sign the SF-1 or have any other questions, contact the appropriate GPO National Account Manager for your agency. For your protection, the credit card number can be left off either form and a GPO representative will call you for the number.

Step 1:
Before completing the SF-1 or GPO Form 3001 (FY15 3001) complete the following. Once sent, your application will be reviewed and a GPO National Account Manager will contact you for either the SF-1 or Form 3001 (FY15 3001).
