Biography
Dr. Garcia is a native North Dakotan. He joined the GPO team March 2006 as an Organizational Architect.
In this capacity he was part of a small senior team that presented proposals for the redesign of GPO into an efficient and customer-driven operation. During his tenure he also assumed a lead role in working with senior executives to write the agency strategic plan and performance measures. Prior to joining GPO Dr. Garcia was the Defense Finance and Accounting Service Military and Civilian Pay Services Director for Initiatives and Metrics.
In this role, he developed and implemented financial pay initiatives and metrics. Dr. Garcia has held various senior leadership positions in operations, systems, finance, and accounting. Dr. Garcia was awarded the St. Louis Federal Executive Board Manager of the Year 2000. In 2001, he was identified as a leader in the Hispanic community by the Indianapolis Star Newspaper.
Dr. Garcia is a former U.S. Air Force and twice selected as the United States Air Force Europe (USAFE) Administrative Officer of the Year (overseas). Dr. Garcia is a Certified Government Financial Manager (CGFM). He has been awarded a doctorate degree in Education, two master's degrees (Education, Counseling Psychology) from Ball State University, and a bachelor's science degree in Business from North Dakota State University. |
