Biography
Spalding assumed the position of Acting General Counsel in January 2008. He has been with the Office of General Counsel since 1975, having previously been on the staff of Presidential Clemency Board and then briefly with the Office of the U.S. Pardon Attorney in the Department of Justice. He was promoted to Deputy General Counsel in 1982. He is also as the agency’s ethics counselor.
Prior to graduating from law school, Spalding was a commissioned First Lieutenant in the U.S. Army.
He is a graduate of Bowdoin College, Brunswick, ME, and the Boston University Law School. Married to Jane R. Spalding, they have two sons. |
