Drew Spalding

OFFICE OF THE GENERAL COUNSEL
Acting General Counsel

As the Acting General Counsel for the U.S. Government Printing Office, Drew Spalding is the chief legal officer for the agency. In that capacity, he provides legal opinions and advice to the Public Printer, and represents the GPO in all legal matters involving Government and non-Government organizations. In addition to providing legal opinions and advice for the agency, the Office of the General Counsel represents GPO before all Federal administrative forums, including the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the GAO Board of Contract Appeals.

Biography

Spalding assumed the position of Acting General Counsel in January 2008. He has been with the Office of General Counsel since 1975, having previously been on the staff of Presidential Clemency Board and then briefly with the Office of the U.S. Pardon Attorney in the Department of Justice. He was promoted to Deputy General Counsel in 1982. He is also as the agency’s ethics counselor.

Prior to graduating from law school, Spalding was a commissioned First Lieutenant in the U.S. Army.  

He is a graduate of Bowdoin College, Brunswick, ME, and the Boston University Law School. Married to Jane R. Spalding, they have two sons.
