               UNANIMOUS CONSENT AGREEMENT--H.J. RES. 68

  Mr. LOTT. Mr. President, I ask unanimous consent that following 
morning

business the Senate proceed to consideration of the joint resolution at 
the desk making continuing appropriations for the Federal Government; 
further, that there be 2 hours of debate between the chairman and 
ranking member of the Appropriations Committee, with no amendments or 
motions in order; and, following the conclusion or yielding back of 
that time, the Senate proceed to third reading and adoption of the 
joint resolution, all without intervening action or debate.
  The PRESIDING OFFICER. Is there objection?
  Mr. DORGAN. Mr. President, reserving the right to object, has this 
request been cleared with the minority leader?
  Mr. LOTT. Yes, it has been cleared with the minority leader.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  Mr. LOTT. I thank my colleague, Senator Byrd. I thank you for your
