                      Tuesday, September 28, 1999

  Mr. SHIMKUS. Mr. Speaker, I rise before you today to commend a 
constituent of mine, Carl Schultze, for his many years of service to 
the Collinsville community in Illinois.
  Known to many as ``Mr. Collinsville,'' Carl has devoted much of his 
life to community service through volunteer activities and club 
memberships. His involvement includes memberships to the Sunrise 
Kiwanis, Collinsville Building and Loan Board, Collinsville Chorale and 
Holy Cross Lutheran Church, and the Collinsville Progress Board.
  Carl's dedication to the community was formally acknowledged on 
August 16, 1999 when Collinsville Mayor, Stan Schaeffer, proclaimed the 
following week as Carl Schultze Week.
  I would like to thank Carl for his commitment to public service. He 
is an inspiration, and it is a true privilege to have him as a part of 
our community.
