Precedents of the U.S. House of Representatives

The Precedents of the U.S. House of Representatives collection contains four series of volumes of precedent: Precedents of the U.S. House of Representatives (2017 series), Deschler’s Precedents (1936-2013), Cannon’s Precedents (1907-1936), and Hinds’ Precedents (1789-1907).

  • Precedents of the U.S. House of Representatives (2017 series) - The first volume of Precedents of the U.S. House of Representatives was published in 2018 and is comprised of four chapters: Assembly of Congress (Chapter 1); Oaths (Chapter 2); Party Organization (Chapter 3); and House Facilities and Capitol Grounds (Chapter 4). The second volume of precedents was published in 2019 and is comprised of two chapters: The House Rules, House Journal, and Congressional Record (Chapter 5); and Officers, Officials and Employees (Chapter 6). The third volume of precedents was published in 2022 and is comprised of three chapters: The Members (Chapter 7); Elections and Election Campaigns (Chapter 8); and Election Contests (Chapter 9). These volumes were published in print and are online on GovInfo. The Office of the Compilation of Precedents, Office of the Parliamentarian, will be publishing subsequent volumes for this set on a regular basis.
  • Deschler's Precedents (1936-2013) - Deschler’s Precedents consists of 18 volumes and 41 chapters. Later volumes in the series were published under the names Deschler-Brown Precedents, Deschler-Brown-Johnson Precedents, and Deschler-Brown-Johnson-Sullivan Precedents. The first volume of precedents was published in 1973 and the eighteenth volume was published in 2013.
  • Cannon's Precedents (1907-1936) - Cannon's Precedents consists of six volumes (6-11) and 130 chapters. Three of those volumes are indices (9-11). The series was published in 1936.
  • Hinds' Precedents (1789-1907) - Hinds’ Precedents consists of eight volumes and 148 chapters. Three of those volumes are indices. The first chapter is preceded by an introduction to Hinds' Precedents, as well as, a table of contents. The series was published in 1907.
