BPA has decided to provide certain of its Federal and public agency customers with an opportunity to amend their 1981 Power Sales Contracts. The Amendatory Agreement addresses changes in the electric power marketplace and the changing needs of BPA's customers. In offering the Amendatory Agreement, BPA will facilitate business relationships with its customers, improve the long-term attractiveness of BPA as a power supplier, enhance BPA's competitiveness, and provide public benefits. This decision is a direct application of BPA's earlier decision to use a market-driven approach for participation in the increasingly competitive electric power market. This notice announces the availability of the ROD to offer the Amendatory Agreement to the 1981 Power Sales Contracts. This decision is consistent with BPA's Business Plan, the Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan ROD (August 15, 1995).
