Final rule.
This final rule changes miscellaneous gas pipeline safety regulations to provide clarity, eliminate unnecessary or burdensome requirements, and foster economic growth. The changes result from a comprehensive review of the regulations RSPA has completed under President Clinton's Regulatory Reinvention Initiative to reduce the burden of government regulations. The changes are intended to reduce the costs of compliance without compromising safety.
This final rule is effective July 8, 1996. The incorporation by reference of certain publications listed in the regulations is approved by the Director of the Federal Register as of July 8, 1996.
