Washington has applied to EPA for Final authorization of changes to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA). EPA has determined that these changes satisfy all requirements needed to qualify for Final authorization with one exception discussed later in this rulemaking. Unless adverse written comments are received during the review and comment period provided in this immediate final rule, EPA's decision is to authorize the State's changes through this final action.

Immediate final rule.
Washington has applied to EPA for Final authorization of changes to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA). EPA has determined that these changes satisfy all requirements needed to qualify for Final authorization with one exception discussed later in this rulemaking. Unless adverse written comments are received during the review and comment period provided in this immediate final rule, EPA's decision is to authorize the State's changes through this final action.
This Final authorization for Washington shall be effective January 11, 2000 if EPA receives no adverse comment on this document by November 12, 1999. Should EPA receive adverse comments, EPA will withdraw this rule before the effective date by publishing a timely withdrawal in the Federal Register.
