    referred to the Committee on Banking, Finance and Urban Affairs

                         CONCURRENT RESOLUTION


 
To express the sense of the Congress that the President should convene 
                  a White House Conference on Savings.

    Resolved by the House of Representatives (the Senate concurring), 
That it is the sense of the Congress that the President should convene 
a White House Conference on Savings to address--
            (1) the sharp and continuing drop in the rate of personal 
        savings and investment in the United States;
            (2) the effect of the decline in domestic savings on 
        America's need to borrow capital abroad;
            (3) the effect of the decline in the rate of personal 
        savings on the United States economy, including its effect on 
        capital formation, investment, research and development, new 
        technologies, entrepreneurship, employment and job creation; 
        and
            (4) possible governmental and nongovernmental actions to 
        increase the rate of personal savings.
