RES. 245 Expressing the sense of the House of Representatives commending Israel and the Palestine Liberation Organization (PLO) for signing an historic agreement in Cairo on May 4, 1994. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES May 5, 1994 Mr. Knollenberg (for himself, Mr. Penny, Mr. Rahall, Ms. Danner, and Mr. Bonior) submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs _______________________________________________________________________ CONCURRENT RESOLUTION Expressing the sense of the House of Representatives commending Israel and the Palestine Liberation Organization (PLO) for signing an historic agreement in Cairo on May 4, 1994. Whereas on October 30, 1991, a peace conference was convened by the United States and the former Soviet Union in Madrid, Spain, for the purpose of launching direct bilateral and multilateral negotiations designed to lead to a comprehensive peace settlement in the Middle East; Whereas the historic Declaration of Principles on Interim Self-Government Arrangements was signed by Israel and the Palestine Liberation Organization and witnessed by the United States and the Russian Federation at the White House on September 13, 1993; and Whereas Israel and the PLO have been engaged for 8 months in extensive negotiations over the implementation of the Declaration of Principles which have culminated in the Cairo Agreement: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That the Congress-- (1) commends the Government of Israel and the Palestine Liberation Organization for reaching their historic agreement that will pave the way for Palestinian self-rule in the Gaza Strip and the Jericho area; (2) encourages all parties to the Middle East peace process to resume bilateral negotiations and work vigorously in the pursuit of a comprehensive, just, and lasting peace; (3) calls upon the Administration to more actively engage the United States as a full partner in the Middle East negotiating process; (4) urges Israel and the Palestine Liberation Organization to move quickly to implement the provisions of the Declaration of Principles on Interim Self-Government Arrangements to get to final status issues, including Jerusalem, refugees, settlements, security arrangements, borders, relations and cooperation with other neighbors, and other issues of common interest ``as soon as possible, but no later than the beginning of the third year of the interim period,'' as stipulated in the Declaration of Principles; and (5) urges the Administration, in cooperation with the world community through the mechanism of relevant international financial agencies and institutions, including the World Bank, to provide aid to facilitate the establishment of Palestinian self-government in the Gaza Strip and Jericho area, in accordance with the provisions of the Israeli-PLO agreement. <all>
