Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the President is authorized and requested to issue annually a proclamation calling upon officials of the Government to display the flag of the United States at half-mast on the 7th of December on all Government buildings in honor and remembrance of the members of the Armed Forces who served at Pearl Harbor on December 7, 1941. <all>
