 Mr. Andrews of New Jersey (for himself and Mr. Montgomery) introduced 
the following joint resolution; which was referred to the Committee on 
                             the Judiciary

                            JOINT RESOLUTION


 
   Providing for the display of the flag at half-mast on Government 
buildings on the 7th of December of each year in honor and remembrance 
   of the members of the Armed Forces who served at Pearl Harbor on 
                           December 7, 1941.

    Resolved by the Senate and House of Representatives of the United 
States of America in Congress assembled, That the President is 
authorized and requested to issue annually a proclamation calling upon 
officials of the Government to display the flag of the United States at 
half-mast on the 7th of December on all Government buildings in honor 
and remembrance of the members of the Armed Forces who served at Pearl 
Harbor on December 7, 1941.
