Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. AUTHORITY TO PROVIDE RELIEF. Upon transfer to the Smithsonian Institution, within 60 days following the date of the enactment of this Act, of all right, title, and interests held by the Persis Corporation, of Honolulu, Hawaii, in the collection known as the Honolulu Advertiser Collection of ``The Stamps and Postal History of Hawaii'' that consists of approximately 3,500 items, the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the Persis Corporation a sum equal to the lesser of-- (1) the fair market value of the collection; or (2) $8,250,000. SEC. 2. ATTORNEY FEES. It shall be unlawful for more than 10 percent of the amount appropriated in section 1 to be paid to, delivered to, or received by any agent or attorney on account of services rendered in connection with this claim. Violation of the provisions of this section is a misdemeanor punishable by a fine not to exceed $1,000. <all>
