Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. EXTENSION OF TRADE AGREEMENT NEGOTIATING AUTHORITY. Section 1102 of the Omnibus Trade and Competitiveness Act of 1988 (19 U.S.C. 2902) is amended as follows: (1) Subsection (a)(1)(A) (relating to agreements regarding tariff barriers) is amended by striking out ``June 1, 1993,'' and inserting ``June 1, 1996,''. (2) Subsection (b)(1) (relating to agreements regarding nontariff barriers) is amended by striking out ``June 1, 1993,'' and inserting ``June 1, 1996,''. (3) Subsection (c)(1) (relating to bilateral agreements regarding tariff and nontariff barriers) is amended by striking out ``June 1, 1993,'' and inserting ``June 1, 1996,''. SEC. 2. APPLICATION OF ``FAST TRACK'' PROCEDURES. Section 1103(b) of the Omnibus Trade and Competitiveness Act of 1988 (19 U.S.C. 2903(b)) is amended to read as follows: ``(b) Application of Congressional `Fast Track' Procedures to Implementing Bills.-- ``(1) In general.--Except as provided in paragraph (2) and subsection (c), the provisions of section 151 of the Trade Act of 1974 (hereinafter in this section referred to as `fast track procedures') apply to implementing bills submitted with respect to trade agreements entered into under section 1102(b) or (c) before June 1, 1996. ``(2) Uruguay round agreements.--In the case of any trade agreement entered into under section 1102(b) pursuant to the Uruguay Round of trade negotiations under the auspices of the General Agreement on Tariffs and Trade, the fast track procedures shall apply to such agreement only if it is entered into before December 1, 1993.''. <all>
